Gilmer PD Activity Week of Nov. 20th, 2008

The Police Department responded to 53 calls this week, resulting in 5 arrests.

GILMER --- Miscellaneous and welfare calls made up the bulk of the department's work this week. Assistant Chief T.J. Harris also noted that thefts were up somewhat, and said that was typical to the holiday season.

Firefighters Battle Blaze In Gilmer

A house fire at 430 Montgomery Street draws the efforts of three Upshur County Fire Departments.

GILMER --- Engines and crews from the Gilmer Fire Department, as well as Harmony and East Mountain VFD's combined to fight an attic fire in the wood frame house owned by the Curington family this afternoon.

According to City Fire Marshall Mike Melton, the Gilmer Fire Department received the call at 12:58p.m., and arrived on the scene at 1:00.

Crews from all three departments were engaged by 2:00p.m., and the roof had been ventilated and the main pump on Gilmer's engine got into action.

As shaken family members and friends huddled together across the street, firemen pumped water at the flames through holes chopped in the roof gables.

Slowly, the thick smoke cleared, and by 2:30 p.m. the crews had turned their attention to pulling melted siding and tin roofing aside to attack smoldering hot spots that threatened to reignite.

By 3:00 p.m., things were controlled enough to allow firemen and investigators to enter the home, searching for items the family asked for, and beginning to determine the cause of the fire.

Stuart Curington confirmed none of the family had been injured, and Melton said no firefighters were hurt in the response.

Melton said the crews had cleared the scene by 3:22p.m.

And while the house did suffer obvious damage, a detached building connected to it by a breezeway appeared unscathed.

County Fire Marshall Paul Steelman declined to speculate on the cause, saying his investigation was just getting underway.

FEMA Disaster Recovery Center Moves From Gregg To Smith County

FEMA announced the center's relocation to Whitehouse today.

AUSTIN , Texas -- The FEMA/State Disaster Recovery Center in Gregg County is relocating to a new site in Smith County , after close of business on Thursday, Nov. 20. The new center is scheduled to open from Saturday through Monday, Nov. 22-24, to provide face-to-face assistance to those who suffered damage from Hurricane Ike.

Sheriff's Department Report 11-10-08 to 11-16-08

Sheriff Anthony Betterton reports that 156 calls for service were reported to the UPSHUR COUNTY SHERIFF’S OFFICE between the dates of 11-10-08 and 11-16-08.

Sheriff Betterton also reports that 40 people were booked into the Upshur County Jail on a variety of charges which include Unlawful possession of a firearm by a felon, Possession of a Controlled Substance, Aggravated Assault, Theft, Issuance of a bad check, Driving while license invalid, Stolen vehicle, Burglary of a Habitation, Burglary of a Vehicle, Manufacturing and Delivery of a Controlled Substance, Federal Detainer, Criminal Mischief, DWI and traffic. There were also 58 people released from the Upshur county jail.

Crime Stoppers Target Cemetary Vandals

Information sought on perpetrators of headstone damage in the Grice Cemetary.

Gilmer - The Upshur County Crime Stoppers are offering $1000.00 reward for information leading to the arrest and conviction of the vandals.

11/13/2008 - Grice Cemetery Damage

On 10/27/08 Upshur County Sheriff Deputies were dispatched to the Grice Cemetery located on Giraffe Road just South of F.M. 852. Upon arrival contact was made with complainant and was advised that during the previous night, unknown suspect(s) had entered the cemetery and knocked over several grave markers. Information obtained that several people had visited the cemetery on 10/26/08 (Sunday) and no reports of any damage were made.

Damage occurred from the middle towards the North end of the property. Several markers of older gravesites were pried off their bases as tool marks were noticed both on the markers and bases. Residences in the area were contacted and no known description of the suspect(s) and or the suspect(s) vehicle could be made.

Area Unemployment Trends Higher

Opportunities for workers do exist, even as the local job market tightens

Gilmer - Recent large upswings in the national unemployment rate haven't been reflected in the Texas economy yet, but our statewide jobless rate is on the rise.
Nationwide, the U.S. unemployment rate is 6.5%, and Texas lags that somewhat, ticking upward in September to 5.1%. Some of that increase is due the the impact of Hurricane Ike, with the remaining job losses attributed to a slowing national and state economy.

Locally, we are in slightly better shape, according to Stephen Lynch with Texas Workforce Solutions (TWS)in Tyler.

He says that the Longview area jobless rate rose .06% last month, up to 4.8%.
While we are below the national average, there are some displaced workers in the area who may be wondering what to do next and TWS may have some answers for them.

Besides the obvious step of filing for unemployment through the state, job seekers can also take advantage of free career counseling, job search assistance and some surprising training programs offered by Texas Workforce Solutions.

Under the Workforce Investment Act (WIA), a program created by Congress in 1998, federally funded training is available for adults, dislocated workers and youth.

WIA funds are channeled from Washington to Texas. The state is then responsible to run the program and does that through the Texas Workforce Commision. In east Texas, the Workforce Commision relies on the East Texas Council of Government (ETCOG) to administer the effort.

Texas Workforce Solutions, a private firm, is contracted by ETCOG to administer the program in our area, and they have found success here in a hungry market.

Karitha Hayley, a career coach at the TWS office in Gilmer, reviewed some of the worker training they offer with the Advocate today. She says most of the effort is aimed at educating and moving workers who've lost blue collar jobs into white collar roles.

Hayley is proud of the services TWS offers, and seems to genuinely enjoy her role, saying:

"it's exciting, and I enjoy the rapport"

Hayley has about 30 workers currently in training, and points to several she recently assisted who have been placed into government jobs, now working at OSHA.

While the main thrust is to reclaim displaced workers, she says opportunities also exist for new workers just entering the job market, and older workers who may have been off the job roles for a while.

Hayley also highlighted assistance the program provides, through career counseling, with obtaining student loans for associate degree studies.

The training takes place at various locations in the area, including Panola College, Kilgore College and Tyler Junior College.

Hayley cautions that all job seekers might not be eligible, saying the training offered is driven by local job market demands, and based on aptitude and criteria developed by the state. Selection is also based on minimum educational levels, but TWS is also involved with helping applicants get remedial reading education and achieving GED's.

The TWS office in Gilmer opened in June of last year, and Hayley says they have reached their placement goals every month since then. In fact, her office ranks 2nd out of twenty-four TWS offices across east Texas.

She attributes their success to the automated job listings which are statewide, and the easy access job seekers and employers enjoy through the internet.

She is slightly frustrated, however, by the number of local employers, government agencies and ISD's that don't use the service, stating:

"I would love to see more local employers take advantage of our high performance, free service."

She notes that employers can offer the posting and set criteria for the applicants that TWC sends. The listing then goes out statewide, capturing applicants that may be trying to relocate to east Texas, as well as qualified local job hunters.

Crime Stoppers Target September Fires

Information sought on six fires set in a two day period last month.

Gilmer - The Upshur County Fire Marshal and Upshur County Crime Stoppers are seeking tips and information on a spate of fires set across the county. A $5000 reward is offered.

The Upshur County Fire Marshal`s Office is requesting assistance with the investigation of six suspicious fires in Upshur County, which occurred between the late hours of September 17, 2008 and the early hours of September 18, 2008.

During that time fires occurred at the following locations:

1. FM 2088 @ Great Dane Road - Storage trailer fire.

2. 7987 Aster Road - House fire.

3. 2100 Red Maple Road - Structure fire (Old Church building).

4. FM 1795 @ Live Oak Road - Latch Community Center building.

5. FM 556 North of FM 852 - Hay bale on fire.

6. Jaguar Road - Barn fire.

Upshur Vote Tally's In Statewide And Federal Races

How did Upshur vote in relation to the rest of the state?

According to tally's by the Texas Secretary of State, Upshur County didn't turn out as heavily as the rest of the state, and when we did, we trended more Republican than Texas as a whole.

30.45% of registered Upshur voters turned out this year, compared to 59.32% of the state. in 2004, Upshur turned out 57.43%.

In most all races, our county trended about 10-15% higher toward the Republican ticket than statewide voters.

Louie Gohmert Trounces Owen 87-12%

Louie Gohmert easily defeated Roger Owen, but his biggest fight will be next year in Washington.

Louie Gohmert never broke a sweat this campaign season. Roger Owen trailed him by a large margin the whole race, and never threatened to break the pattern. Gohmert has little cause to celebrate beyond his personal victory, however.

Nationwide, Republicans gave up at least 10 seats to Nancy Pelosi's Democrats. This means Gohmert and party are probably in for a long two year turn in the congressional barrel.

It will also be two years of party convulsions, with republicans seeking leadership, a message that will resonate with a reshaped electorate, and a strategy to stop the bleeding that started in 2002.

While Barack Obama, Harry Reid and Pelosi all made bi-partisan overtures in their speeches tonight, early budget and energy battles next year will no doubt strain the outreach.

Gohmert's party also faces fund raising woes. The RNC nearly bankrupted itself trying to hold onto a fillibuster capability in the senate. Their weakened political power, coupled with hard financial times ahead for donors, will probably mean lighter war chests in two years.

The Democrats, enjoying near total control over the halls of power in the Capital, will find their donors eager to pony up, hoping for a piece of the massive programs Obama and the Democrats have promised.

John Cornyn Tops Noriega, Holds Senate Senate


US Senate Race Less Competitive Than Democrats hoped

John Cornyn coasted to a surprisingly lopsided win tonight to reclaim his US Senate seat, winning over Houstonian Rick Noriega 56% to 41%.

Despite campaign appearances by both Bill and Hillary Clinton, Noriega never could raise the funds needed to counter Cornyn's considerable war chest of 18 million dollars.

In Texas, the Republican brand doesn't mean death, and Cornyn had succeeded in distancing himself from the Bush White House enough to render Noriega's attempts to link him with the unpopular president ineffective.

Republicans lost some crucial seats in the Senate this cycle, and Cornyn looks to increase his stature in the minority party this coming term. Rumors are also floating that he might consider a presidential bid in 2012.

Obama Elected 44th President of the United States


World watches as U.S. makes history

Democratic presidential candidate Barack Obama wrote the second paragraph of his on chapter in American history tonight, becoming the first black man elected President.

It was feared Election Day would be marred by polling misconduct, legal challenges, and perhaps even violence. None of that was apparent, with many poll workers and election officials giving credit to early voting turn-out.

As polls closed on the East Coast, the count started as expected, with the first state called being Kentucky, going to McCain. Vermont fell next, going in Obama's column.

The first battleground state, Virginia was projected to go to Obama. Pennsylvania fell to the Illinois senator next, and things began to look bad for McCain.

Florida, and it's hotly contested 27 votes, was too close to call until later in the evening. By the time it tallied to Obama, the writing was on the wall.

The Great Lakes states next went to Obama, including Ohio with 20 electoral votes. Soon after that, McCain insiders began admitting there was no combination left that would net the needed 270 electoral votes.

Even though the heartland states from Texas through North Dakota went to McCain, he lost both swing states of New Mexico and Colorado.

At 10:00 pm CST, just as the polls closed on the West Coast, the major networks all projected Obama to win California, giving him well over the 270 electoral needed to lock up the election.

Obama might have won the electoral college in a landslide, but the popular vote was far closer, where he took 52%, while McCain gathered 47%.

By 10:45, John McCain, the Republican candidate, had conceded the win to Obama with a telephone call and a gracious speech. McCain complimented Obama on the race he ran, and pledged to work with him, saying

"Senator Obama and I have had and argued our differences, and he has prevailed. No doubt many of those differences remain.These are difficult times for our country. And I pledge to him tonight to do all in my power to help him lead us through the many challenges we face."



McCain thanked his running mate, Alaska Governor Sarah Palin, his campaign staff, and all of his supporters. The Arizona senator said his campaign had been the great honor of his life, and called for all Americans to work together to solve the problems we face:

I wish Godspeed to the man who was my former opponent and will be my president. And I call on all Americans, as I have often in this campaign, to not despair of our present difficulties, but to believe, always, in the promise and greatness of America, because nothing is inevitable here.


Soon after, President-Elect Obama took the stage at a huge victory party in Chicago. His speech was complimentary to McCain and palin, and conciliatory to the country, at on point pledging to those who did not vote for him:

"I hear your voice, I need your help, and I will be your President, too".


In soaring rhetoric rivaling that of Ronald Reagan, Obama acknowledged the challenge of solving two wars, the economic crisis and difficulties around the globe, saying:

Even as we stand here tonight, we know there are brave Americans waking up in the deserts of Iraq and the mountains of Afghanistan to risk their lives for us.

There are mothers and fathers who will lie awake after the children fall asleep and wonder how they'll make the mortgage or pay their doctors' bills or save enough for their child's college education.

There's new energy to harness, new jobs to be created, new schools to build, and threats to meet, alliances to repair.

The road ahead will be long. Our climb will be steep. We may not get there in one year or even in one term. But, America, I have never been more hopeful than I am tonight that we will get there.

I promise you, we as a people will get there.

There will be setbacks and false starts. There are many who won't agree with every decision or policy I make as president. And we know the government can't solve every problem.

But I will always be honest with you about the challenges we face. I will listen to you, especially when we disagree. And, above all, I will ask you to join in the work of remaking this nation, the only way it's been done in America for 221 years -- block by block, brick by brick, calloused hand by calloused hand.

What began 21 months ago in the depths of winter cannot end on this autumn night.

This victory alone is not the change we seek. It is only the chance for us to make that change. And that cannot happen if we go back to the way things were.

It can't happen without you, without a new spirit of service, a new spirit of sacrifice.

So let us summon a new spirit of patriotism, of responsibility, where each of us resolves to pitch in and work harder and look after not only ourselves but each other.



Time and again, he reiterated his campaign chant of "Yes, we can" calling it a time honored American creed. The jubilant crowd chanted it back to him at every occurrence.

As he concluded his speech, he was joined on stage by his wife, Michelle Obama, and running mate Joe Biden and his wife.

Meanwhile in the nation's capital, a crowd of about two hundred Georgetown University students gathered outside the White House, waving Obama campaign signs, also chanting the familiar "Yes, we can"!

Their mood was less conciliatory, however, as there were a few anti-Bush signs, one reading 'Why wait, evict Bush now'.

New Diana Takes Second In NAMMB Competition


Hemphill takes first, Eagles place second among a crowded field of military bands

Nacogdoches - The Eagles marching band traveled Saturday to Homer Bryce Stadium at Steven F. Austin University to participate in the yearly National Association of Military Marching Bands competition.

After an all day event highlighting fifteen 2A - 5A bands, the Eagles marched home with a second place 2A finish.

Competing bands included:

John Tiger Resigns From New Diana Staff

Coach formally resigned Wednesday, remains jailed at present.

The Longview News-Journal is reporting that John Tiger has resigned his teaching and coaching position at New Diana High School.

Even though he is charged with Soliciting a Minor, Upshur D.A. Bill Byrd expects other charges to be filed.

FEMA Opens Two Area Disaster Recovery Centers

Centers to open in Longview and Henderson

LONGVIEW - FEMA will open the Longview Center at the Broughton Recreation Center at 801 S. Martin Luther King Jr. Blvd.

The Henderson Center will be located at the Rusk County Airport,3500 CR 416-A, Henderson.

Both centers will be open Sunday from 12:30 to 5:30 pm, and Monday through Thursdays 9:00 am to 5:30 pm.

The Centers provide information about state and federal disaster assistance, assist with filling out loan applications and make referrals to volunteer aid organizations.

Mother Helped Catch Diana Coach

Year long text message relationship ended with mother's help

KLTV is reporting that the mother of the 15 year old Union Hill student intercepted messages from Tiger, and helped arrange the meeting that lead to his arrest.

Reportedly, Tiger asked for sex, and was subsrquently arrested at the girl's home by Upshur Sheriff deputies.

Tiger remains jailed tonight under $500,000 bond. New Diana has placed the coach on paid administrative leave.

New Diana Coach Charged With Online Solicitation Of A Minor

First year Diana teacher and coach John Tiger was arrested and charged early Saturday with online solicitation of a minor.

According to a story broken by the Longview News-Journal, Tiger, who previously coached and taught at Union Hill, maintained contact with a Union Hill student.

Text messages he sent Friday concerned the mother and the student, and they reported them to the Upshur Sheriff's department. Text messages continued while the Sheriff's Department monitored, and a sting was set-up.

Tiger arranged to meet the student after Friday's football game, and Deputies arrested him at the pre-arranged location.

The Sheriff's Department refused comment in a call this afternoon as to Tiger's status. Emails to Union Hill and New Diana school administration and staff have also not been answered.
